CIA Director John Ratcliffe has made a rare and previously unannounced visit to Moscow, attracting attention even before it became known who was aboard the American military aircraft. A US Air Force Boeing C-17A Globemaster III landed at Moscow’s Vnukovo airport after travelling via Riga, Latvia. The unusual appearance of the massive four-engine military transport aircraft in the Russian capital immediately prompted speculation, before US media, citing officials familiar with the trip, reported that Ratcliffe had travelled to Russia for meetings. It is his first known visit to the country since becoming CIA director and the first reported trip by a CIA chief to Moscow since William Burns visited Russia in 2021. The Russian government’s initial reaction added to the mystery. Kremlin spokesman Dmitry Peskov said he had no information concerning the American aircraft and that no official contacts with representatives of the US administration were scheduled. Neither Washington nor Moscow has publicly disclosed the purpose of Ratcliffe’s mission, while the CIA has also declined to comment.
The timing of the visit raises significant questions. It comes amid the continuing war in Ukraine, difficult US efforts to mediate between Moscow and Kyiv and heightened tensions surrounding Iran, with which Russia maintains close military and economic relations. Reuters has also reported information that the United States asked Ukraine to temporarily refrain from air strikes in northern Russia because of travel by a senior American official. Ratcliffe has maintained contacts with Russian intelligence counterparts, leaving open the possibility that his discussions involved security issues, the war in Ukraine, Iran or other sensitive matters, although there is currently no official confirmation of the agenda. Intelligence channels between Washington and Moscow have been used in the past during periods of extreme tension, including efforts to prevent dangerous military escalation and negotiations involving prisoner exchanges. Ratcliffe’s presence in Moscow is therefore significant in itself, but until either government provides further information, claims about the precise purpose of his mission or the people he met remain speculation.
